The subject of the research of Vatlin is the international aspect of games of the ninth summer Olympic Games in August, 1936 Berlin. The German diplomats have taken active part in planning and carrying out of the social and political actions accompanying the Berlin games; they have done everything possible not to allow boycott of the Olympic Games from the American athletes and the organizations of working sport.

The principal objective of the postwar Allied occupation of Germany became the transformation of the country so that it eventually could return to the European "concert of powers" as an independent player. To this end, the Allies had to take a few steps: to choose a new vector of development of Germany, to agree among themselves, to get approval of the Germans to this development and to realize the intended practice. All of these actions, it was decided to carry out as part of the occupation regime.
