The article is devoted to Spanish-American War of 1898 and the opinion on it of the tsar's diplomats (by the papers of the Archive of Foreign Policy of the Russian Empire). The reports of the tsar's diplomats give comprehensive information on the operational status of the U.S. Army and allow to study a number of problems that have not been the object of the special study in Russia's historiography.

At the end of XIXth – the beginning of the XXth centuries the newspaper "Alldeutsche Blätter" issued in Germany from 1894 to 1939, was a loud-hailer of the Pan-German League. By means of this newspaper the members in the league created "an image of the German", and also images of "Great Germany" and "her enemy" which promoted the consolidations of the German society after the unification of Germany by O. von Bismarck in 1871
